Objectives
Contents The immediate response to a post-crisis emergency produces a “new city” that, overlapping the existing city, duplicating it and replacing it. Thus the dimensions of emergence and permanence coexist in the same spatio-temporal representation of the present.
"Two half cities" that permeate themselves without a project that qualifies their compatibility and cohabitation. Accidental juxtapose predominates over the spatial integration. The chaotic overlap produce spatial and social fragmentation.
The observation shows that the so-called “temporary interventions” (homes, services, shops, schools, new infrastructures) influence negatively the environmental and landscape quality of the contexts in which they are located. These negative dynamics are particularly evident in the Italian contexts affected by the most recent earthquakes in Umbria (1997), in L'Aquila (2009) and in central Italy (2016).
The research perspective is to define a new multiscalar design approach that considers the post-disaster interventions not only as functional responses to the emergency prevention and management program, but also as resources able to qualify the process of reconstruction the city.
This specific issues will be illustrate observing the case of central Italy, recently affects by the earthquake (2016)
The design perspective cannot be reduced to the improvement of the technical-functional components (materials, technologies, durability, comfort, energy) of post-disaster interventions. More strategically, it is necessary to think them as the traces to built an urban and territorial regeneration for the socio-economic rebirth of the context.
The themes just menzionated will be the focus of the Urban Planning program
The students will be asked to develop a multiscale project into the context of Norcia hit by the 2016 earthquake.
The city of Norcia represents an exemplary case study for the hypothesis of work just mentioned: the consistency of temporary interventions has irreparably compromised the existing landscape and require a coordinated project of development and landscape reintegration.

The city of Soffronia of Italo Calvino is a paradigm.
Soffronia consists of two half cities: the “temporary one” of the roller coaster, the carousel, the circus and the “fixed one”, built with stone, marble and cement. But it is the fixed city that periodically dismantled itself and taken to another city. The temporary city remains which with its regenerative potential looking for a new fixed city to be revitalized and mobilized.
these methodological premises will guide the teaching experience of the Urban Planning that assumes the case study of Norcia (PG)

Teaching Methods The course is divided in Lectures and Exercises.
The Lessons provide the main theoretical and methodological references for understanding the theme of the year and for planning the project in its multi-scale dynamics of implementation.
The Exercisec are seminar moments of comparison between the teacher and the students for the verification the project in progress. Exercises are: the inspections, the drafting of the drawings, the revisions of the students' work, the periodic deliveries of the work progress. The exercises also include some ex cathedra communications that will provide students the operational instructions for the drafting of the drawings (Tables)
Evaluation methods Verification of learning:
The students will draw up the works by organizing in groups of projects of max 3 units.
The interpretive and planning activities will be collected in n. 4 tables and a model
The graphic works will return the contents of a circular and interactive design process in which the phases of: interpretation of the context, concept of the project (concept), proposed structure (master plan), definition of the quality criteria of the urban public space (project of soil)
The course has a six-month duration. Lessons and exercises will take place exclusively in the first semester of the academic year. 2018/2019. Profit exams are set by the calendar, beyond which no additional teaching activity will be carried out.
Attendance to teaching activities is mandatory and constitutes, in itself, a guarantee of admission to the support of the examination of profit within the semester. Students are allowed to take the exam in single form with the identification of design strategies developed in groups.
Mandatory progressive checks are scheduled according to the deadlines programmed by the didactic activities.
Students are required to deliver the required documents according to the scheduled dates. The compulsory progressive checks constitute a guarantee to continue the activity within the course and for the acquisition of the attendance certificate which entitles the student to take the exam within the time frame established by the course program.
The profit exam is intended as the last teaching delivery offered by the course to the student. The exams will be carried out as scheduled.
All students who have regularly attended the course will have the right to take the exam on the scheduled date.
The exam will consist in the verification of the graphic works and the discussion of a text chosen among those listed in the bibliography provided during the course
Contacts/More Information During the course will be organized a visit to Norcia.
The course also includes meetings with administrators, experts and scholars.
The teaching program will be coordinated with some national seminars and workshops concerning the principal topics of the debate on the post-earthquake recostruction planning
