Prerequisites:

The student must have a basic knowledge of business administration and financial accounting. No training obligations are requested in advance.

Objectives

The course aims to study public and non-profit organizations. It aims to study these issues, for each type of organization: definition, classification, and specific activities; governance and management; accountability and performance measurement. It also wants to analyze some empirical cases to verify the capability to apply theoretical skills.
These training objectives are linked to the following learning outcomes:
- Knowledge and understanding - The Course aims to provide the knowledge and capabilities of the students on the issues of definition, governance, management, and accountability of public and nonprofit organizations. This knowledge and abilities are obtained through participation in frontal lessons, self-study, and guided study;
- Applying knowledge and understanding – The student during the Course is encouraged to use e-learning cooperative and collaborative tools (e.g., e-learning platform) for facilitating the capability to discuss the topics of public and non-profit organizations. Applying knowledge and understanding appears through the critical reflection of the students on the content of the books proposed for the self-study; is stimulated by the classroom activities; is facilitated by the empirical case study of public and private non-profit organizations.

Contents

The course is divided into three parts:
- The first part aims to examine general aspects of public and nonprofit organizations and the possible relationships between them;
- The second part focuses on the definition of "public organization"; the main classifications; the functions and specific activities; the governance and management issues; the accounting and accountability of public organizations;
- The third part focuses on the definition of "nonprofit organization"; the main classifications; the functions and specific activities; the governance and management issues; the accounting and accountability of NPOs.

I part – The public and private non-profit organizations:
- General aspect (distinctive aspects and relationship between public and private non-profit organizations).

II part – The public organizations:
- Definition, classification, functions, and peculiarity of public organizations;
- Governance and management tools of public organizations;
- Performance measurement, financial and social accounting, and accountability of public organizations.

III part – The nonprofit organizations:
- Definition, classification, functions, and peculiarity of nonprofit organizations;
- Governance and management tools of nonprofit organizations;
- Performance measurement, financial and social accounting, and accountability of nonprofit organizations.

Classroom lessons and use of an e-learning platform (https://fad.unich.it) for the sharing of teaching materials, e-mail and messages, news, and communications related to the content of the Course and the exam.

Evaluation methods

Verification of learning:

Knowledge and understanding – The verification of the training effectiveness is entrusted to a written session done at the end of the Course. Students who have attended the lessons must answer some writing questions (open-ended questions) on all the learning units provided in the program and analyzed in the classroom (one question per learning unit). We tried constantly to interact with the students during the lessons to check their progress in terms of knowledge and skills acquired, also through the use of the e-learning platform. The evaluation of the written test is expressed in thirtieths. The verbalization of the vote takes place only for those students who have at least achieved a sufficient assessment in this preliminary session (at least 18/30).
On the official date of the exam, however, the same written session is followed by a further oral session for verifying the ability of the students (even those who have not followed the Course) to discuss the issues addressed during the course and studied in textbooks and teaching material provided by the teacher on the e-learning platform. Both the written and oral sessions are evaluated in thirtieths. On the official date of the exam, the oral session is allowed only after having passed the preliminary written session with at least sufficient evaluation (not less than 18/30). The overall evaluation, always in thirtieths, considers the evaluations of both sessions. The oral examination serves to better define the vote by evaluating the ability of students to interact successfully on the topics discussed and to discuss some detailed aspects
that had not been adequately explored, and consequently evaluated, in the written session.

Applying knowledge and understanding - We study during the Course some empirical cases of public and private nonprofit organizations. These cases show some aspects related to governance, management, and accountability issues. During the examinations (written and oral sessions) the students' ability to apply the theoretical notions to these concrete cases is verified.
