Objectives
Contents The course will provide the student with the reconstruction of the evolution and operating dynamics of some relevant areas of social policies such as the social security system, labor policies, the health system, and social work. Starting from a defining and evolutionary framework of welfare systems, some theoretical and interpretative keys are illustrated to explain the development paths of Italian welfare compared with other European models. The approaches of Social Investment, Social Innovation and responsible welfare will be presented.
An in-depth study of the national system and regional systems for the certification of skills will also be proposed in a comparative perspective.
Extended Syllabus The course, divided into two modules, intends to offer an overview of the main definitions of social policies with particular attention to the institutional structure of the Italian welfare state in a comparative perspective.
The first module is divided into the following points:
1. Birth, development, crisis and reform of the welfare systems;
2. Comparative welfare models;
3. Needs and risks in a changing society and persistence of welfare;
4. Pension policies in Italy;
5. Health policies;
6. Social welfare policies;
7. Labor policies.
The second module introduces the approaches of Social Investment, Social Innovation and Responsible Welfare. An in-depth analysis will also be proposed on regional skills certification systems as an active and inclusive welfare tool.
