Urban planning course program 2
prof. Valter Fabietti

Contents
The Urbanistic 2 course is located in the second year of the one-cycle Specialized Degree Course in Architecture, activated at the Faculty of Architecture in Pescara.
The aim of the course is to introduce students, through the theme of the year, to understanding the relationships between the building intervention and the reference territorial context. To this end, through the definition of the project theme, will be addressed:
• the perimetration of a territorial area of reference in which the building project of the year is located;
• identification of the structuring elements of the intervention area;
• drafting a managerial scheme;
• definition of intervention areas and their maximum size;
• identification of the necessary public works, quantification and financial requirements;
• identification of stakeholders;
• definition of the implementation methods of the scope;
• the construction of the structure scheme of the sector in which the building intervention is located (morphological and functional configuration);
• definition of the reference urban parameters.

Educational goals
The aim of the course is to introduce students, through the theme of the year, to understanding the relationships between the building intervention and the reference territorial environment. In particular, the course's task is to promote learning about:
- the urban transformation rules, with particular reference to the existing urban planning instruments and the relative procedures;
- the possible forms of implementation, with reference also to recent equalization and TDR practices;
- the identification of the audience of the subjects involved in the transformation;
- the morphological rules to be used in the construction of the urban transformation project
- know and use the most appropriate tools and forms of representation
Teaching methods
Teaching will be provided in traditional ways, through lectures and exercises in the classroom. The course is organized as a workshop activity (workshop) carried out in the classroom. Intermediate checks are planned.
Scope of design experimentation
This year's exercise continues the experience started in Urban Planning I in the academic year 2017-18, and takes as the planning reference the same areas analyzed for Urban Planning I.
The urban project will have to provide interventions on the building system and on the frame of public spaces: the completion of still free areas, the demolition and reconstruction of parts of fabric, the redevelopment of the interfaces of some portions of fabric on the open space. Particular attention should be paid to the redevelopment of public space and the mobility system, in line with the design choices concerning the building and the largest fabric in the city.
The complexity of the project must be articulated within a time span of twenty-five years. It will therefore be necessary to construct a schedule of the interventions, understanding their scope and the necessary consequentiality, also with reference to the various financial actors.
Required documents
For the performance of the work requires the realization of 5 graphics and a physical model, in 50x50 cm format. Both for the tables and for the model, the course will propose a format valid for all members.
Table 1_ INTERPRETATION OF THE CONTEXT
The first table summarizes the results of the analytical phase developed in the previous Urban Planning I course, related to the study area analyzed with the identification of the main features of the area. In particular, the morphological and typological features of the system of the built and open spaces, the quantities referred to the number of inhabitants settled, the existing volumes, the occupied surfaces, the intended use, etc ..
Table 2_ REFERENCE CITY MODEL DIAGRAM
In Table 2 the general objectives of the project proposal will be defined and therefore a reference urban model will be identified (vertical city, horizontal city, "zero consumption" city, etc.). In particular, the modalities with which the project will reinterpret this reference will be explained, through a guiding vision that will act as a trace for the construction of a subsequent structure plan.
Table 3_ STRUCTURE PLAN AND PROJECT POLL
Table 3 will show the outline structure (configuration of the general structure) of the area, the zoning, the identification of the implementing sectors and a project survey will be developed on one of the sectors identified.
The table will include a diagram showing the detailed definition of the building quantities involved (public and private), public spaces, greenery and equipment. The main urban planning parameters will also be defined in detail.
Table 4_ VERIFICATION OF THE URBANIST COHERENCE
Table 4 will define the compatibility with the current plan and the higher-level instruments, the constraints system, the conditions of degradation, the opportunities and the project actions in progress and the related intervention subjects and procedures, the necessary resources and the expected implementation.
Table 5_ DESIGN PROJECT
In the last table there will be an in-depth study of the chosen sector: this will involve parts of the new proposal and the relationship with mobility and public spaces, at the appropriate scales (1: 2000/1: 1000/1: 500).
PHYSICAL MODEL
It concerns the realization of a 1: 2000 scale model of the entire study area, simulating the proposed project.
Modality of verification of learning
The final evaluation is carried out on the project elaboration, and on the theoretical preparation of the student, through the following criteria:
- internal and external coherence of the project;
- compliance of the project with the current technical regulations;
- completeness of the products produced;
- degree of participation in the course;
- ability and clarity of oral exposure and language properties; knowledge of the theoretical aspects presented in the lessons;
- knowledge of the reference texts.
